Characteristic of the Biometric Sector
The governments and financial institutions all over the world have began to adopt biometric technology to safeguard their interests which is an automated recognition technique of individuals based on their behavior and biological characteristics. Our Achievement
We are the first IT company to successfully designed, implemented the EMV complied smartcards for the SME-Center consortium in Indonesia using the Global Platform (open source Java application) and biometrics encoded in these chips. ICT is pleased to announce it has successfully complied with EMV and NIST standard for interoperability. We are now waiting for the Indonesia government and banking sectors to decide when to commence the EMV compliance mandate. What it now means is that our SME-Centers co-branded smartcards are fully recognized by Europay, Mastercard and Visa. Our consortium can look forward to co-brand with network of merchants to enable secure transactions online and offline and having the guarantee from the EMV consortium.

(B) Smartcards
Market participants are making significant headway toward product advancement, as is testified by smart cards’ increasing convergence of applications and integration with diverse technologies. Smart card companies are looking to establish an early mover advantage in countries with untapped potential. Since countries like Indonesia and Malaysia not have legacy systems, it will be easy for the market to straightaway implement contactless as well as next-generation converged applications. Indeed, tier 1 and 2 countries have already started converging payment and transit applications. The next step would be to integrate the same onto mobile phones.

This rapid pace of development, however, has thrown up issues of standardization and interoperability in the Asian market. As many system integrators provide their own proprietary software, end users often depend on a single system integrator. This could result in delays in project execution.

Openness and adoption of the Biometrics and Smartcards industries
With respect to the smartcard sector the Indonesian, we find that our partner, Bank Rakyat Indonesia (BRI having a total account holders of 35 million) is very pro-active in adopting, useful emerging technologies. It is the first Indonesian bank to use smartcard in the early nineties.

Whereas in terms of openness in technology adoption, we can safely say that the playing field is quite open to international standard.

For instance, with respect to the biometrics standards most vendors, including system integrators should comply with the NIST, Biometric Application Programming Interface ( BIO-API ) or Human Authentication Application Programming Interface ( HAAPI ) . Our BASidentity applications comply to all these standards.

As for the smartcards and their associated hardware, all vendors should comply with the Europay, Mastercard and Visa (EMV) standards. It is in this area that cautions must be sounded and business opportunities arise. Currently most banks in Indonesia, for that matter banks in Australia are using the less secure magnetic card for their account holders. These magnetic cards are prone to fraud and cost the cardholders (increase in bank fees!!!) and the banks (operational cost to reduce fraud) . Majority of the APEC countries have not migrated from their magnetic card to smartcards or chip-cards.
